Librarianship is one of the most diverse professions you can find. Today's librarians are information specialists, Internet guides, educators, public administrators, children's services specialists, reader's advisors—the choices and career directions are boundless. However, it is a reality that library staff do not always reflect the communities they serve. Spectrum specifically addresses the underrepresentation of librarians of color within the current workforce. To this end, over 415 students from traditionally underrepresented groups have received scholarships, leadership training, professional networking and mentoring in order to build a diverse pool of talented and trained individuals reflective of the populations served by all libraries. If you would like to join this extraordinary group and you are committed to best serving your own diverse community, a Spectrum Scholarship can position you for success.

The fellowships are intended exclusively for graduate study leading to a master's degree. James Madison Fellows may attend any accredited institution of higher education in the United States. Each individual entering the James Madison Fellowship Program will be expected to pursue and complete a master's degree in one of the following (listed in order of the Foundation's preference).
Applicants compete only against other applicants from the states of their legal residence. Applicants are evaluated on their demonstrated commitment to a career teaching American history, American government, or social studies at the secondary school level; demonstrated intent to pursue and complete a program of graduate study that emphasizes the Constitution and offers instruction in that subject; demonstrated devotion to civic responsibility; demonstrated capacity for study and performance as classroom teachers, and their proposed courses of graduate study. Applicants will be evaluated without regard to race, color, religion, sex, age, national origin, disability, political affiliation, marital status, sexual orientation or other non-merit factors.
Eligibility Requirements
To be eligible to apply for a fellowship, you must:
The maximum amount of each award is $24,000, prorated over the individual period of study, thus making the James Madison Fellowship the leading award for secondary level teachers undertaking study of the Constitution. Fellowship payments cover the actual costs of tuition, required fees, books, and room and board but cannot exceed $12,000 per academic year. Normally, Fellows receive less than these maximum amounts.
After earning a master's degree, each James Madison Fellow must teach American history, American government, or social studies in grades 7-12 for no less than one year for each full academic year of study under the fellowship. Failure to complete the program requirements in a timely manner will necessitate repayment to the Foundation of all funds paid to the Fellow or on his or her behalf, plus interest.

The National Oceanic and Atmospheric Administration's Dr. Nancy Foster Scholarship Program recognizes outstanding scholarship and encourages independent graduate level research -- particularly by female and minority students -- in oceanography, marine biology and maritime archaeology. Congress authorized the Program, as described in the National Marine Sanctuaries Amendments Act of 2000 (Pub. L. 106-513), soon after Dr. Foster's death in June 2000, as a means of honoring her life’s work and contribution to the nation. The program is administered through NOAA’s Office of Education and funded annually with one percent of the amount appropriated each fiscal year to carry out the National Marine Sanctuaries Act.
Dr. Nancy Foster Scholarships carry a 12-month stipend for each student of $20,000 and an annual cost-of-education allowance of up to $12,000 and up to $20,000 support for a four to six week research collaboration at a NOAA facility. Masters students may be supported for up to two years, and doctoral students for up to four years. About four scholarships are awarded each year.
Eligibility
Those eligible to apply are United States citizens currently pursuing or intending to pursue a masters or doctoral level degree in oceanography, maritime archaeology (including the curation, preservation, and display of maritime artifacts) or marine biology, (including all science, engineering, and resource management of ocean and coastal areas). Studies must be conducted on a full-time basis. Additional eligibility requirements that must be met before the release of funds is acceptance to an institution in the U.S. with an accredited program in the areas described above, and certification by that institution that the award recipient will adhere to a detailed plan of study with approved research. Recipients of scholarship awards may be employed at the time of the award if it is a requirement of their degree program or directly related to their research effort. Other forms of employment will not be allowed and scholars will be required to submit a letter certifying that they meet this requirement. Eligibility must be maintained for each succeeding year of support and annual reporting requirements, to be specified at a later date, will apply.
For more information and to make application, please go to: NOAA Dr. Nancy Foster Scholarship Program.
